Controlled Drinking/Minimal Interventions The choice of intervention goals with people who have drinking problems has been the subject of much debate. Historically, there has been much pressure to direc't clients toward abstinence goals within a treatment ethos with a strong moral background. Until the 1960s, intervention goals other than abstinence were uncommon or remained unreported/unpublished. Publication of the seminal study of heavy drinkers who had achieved controlled drinking (Davies, 1962) demonstrated that nonabstinent goals might be appropriate for some client popUlations.
Preliminary Findings Ten offender/clients completed the first AEC in Tayside. AECs were discontinued, however, because of the difficulty in obtaining sufficient referrals from the courts. Neither outcome data nor follow-up data were collected on these subjects as part of the AEC study, although a subsequent attempt has been made to follow-up this cohort (Baldwin, Lawson & Mooney, 1991). These initial results confirmed it was possible to implement a service to the courts based on AEC attendance by young offender/clients.
Attempts have been made, however, to address the problem of intoxicated offenders by provision of alternatives to custodial care. The development of AECs as a secondary intervention procedure has been based on change attempts via the provision of information on alcohol and abstinence/controlled drinking goals. At a theoretical level, a decline in the prominence of the medical model, toward acceptance of social learning concepts, has driven practical applications such as AECs for offenders with drinking problems.
